Wolf Votes Against Child Abuse Prevention Act

Another day, another strange vote by Frank Wolf. This time, it's against H.R. 5876, the "Stop Child Abuse in Residential Programs for Teens Act of 2008 ("to require certain standards and enforcement provisions to prevent child abuse and neglect in residential programs.") The bill passed the House of Representatives Friday by a 223-185 margin. Can anyone explain why Frank Wolf would have voted against this? We're stumped here at Farewell Frank.
